Council Annual Meeting

Our bylaws require an Annual Meeting of the corporate membership, (comprised of Board members, Board Nominating and Development Committee members, and Council delegates) and is conducted in January of each year. What happens at the Annual Meeting?

Our bylaws require an Annual Meeting of the corporate membership, (comprised of board members, nominating committee members, and council delegates).

Elect officers, Directors at large, members of the Board Nominating and Development Committee; and every three years, the delegates and alternates to the National Convention.

Consider any proposed amendments to the bylaws.

Consider any other business appropriate to come before the corporation in accordance with the process established by the Board of Directors.

Influence the strategic direction of the Movement by providing guidance to the National Board.

Council Delegates

Delegates, you are important! Representing Girl Scouts Louisiana East (GSLE) is an honor and a privilege. You have been selected by your peers to represent your service units and constituency. When you accepted the nomination, you proudly stated your commitment to place the needs and desires of the council, constituency, and service unit members above your own personal interests.

It is vital that your service unit be represented at the Annual Meeting as they ensure your Girl Scouts’ voices are heard – both volunteers' and girls'. Delegates are your Service Unit’s direct link to the Council Board of Directors and they have the opportunity to influence the strategic direction of the Council through the election of Board Directors and Officers, the Board Development Committee, and National Delegates. In addition, the members consider, discuss, and vote on proposals or changes to its bylaws.

As a Delegate, your responsibilities include participating in trainings, attending Service Unit meetings, and being the voice for your Service Unit at Council’s Annual Meeting as required by our bylaws. In addition to approving the slate of candidates at the Annual Meeting, you will also review our Council's progress toward our goals with updates from our board chair and our CEO. Once you are appointed as a Delegate, online training through gsLearn will be provided by council. This training must be completed in order to serve as a Delegate.

Being a Delegate does not only benefit GSLE, but you as well. This leadership position is a wonderful way to build your resume and develop skills that will benefit you in other areas of your life.

Financing for Girl Scouts Louisiana East comes from voluntary philanthropic contributions, the cookie and fall product sales, the sale of Girl Scout merchandise, fees for events, troop and resident camps, and United Way allocations in selected parishes.

The Annual Report reflects the positive impact Girl Scouting has on the girls of southeast Louisiana.

National Council Session

The National Council Session/58th Convention of Girl Scouts of the USA will be held July 20-22, 2026, in Washington,DC.

Girl Scouts Louisiana East is eligible to send five voting delegates (adult and girl members, 14 years old and older) including our CEO and Board Chair. The number of voting delegates is based on our current membership.

If you are interested in serving as a Delegate, please understand the need to take the responsibility of being a Delegate seriously. The priority of this position is to attend all voting sessions and represent our Council. What happens at National Council Session?

Elect the National Board of Directors and National Board Development Committee.

GSLE Delegates

It is vital that Girl Scouts Lousiana East is represented at the 58th National Council Session of the GIrl Scouts of the USA, as it ensures your Girl Scouts’ voices are heard – both volunteers' and girls'. Delegates are our Council's direct link to the National Board of Directors and they have the opportunity to influence the strategic direction of the Movement through the election of National Board Directors and Officers and National Board Development Committee. In addition, the Delegates consider, discuss, and vote on proposals or changes to our constitution.

Being a Delegate does not only benefit GSLE and our Girl Scout Movement, but you as well. This leadership position is a wonderful way to build your resume and develop skills that will benefit you in other areas of your life.

RESPONSIBILITIES

As a Delegate, your responsibilities before NCS are:

Engage in Delegate trainings, both from GSLE and GSUSA
Study the topics of discussion
Reflect to consider the broad spectrum of opionions of adult and girl members from all parts of the council.

While at NCS, Delegates will:

Attend all applicable business meetings
Engage in opportunities to discuss, learn, and share ideas across the Movement
Participate fully in the proceedings by voting

Following NCS, each Delegate will be prepared to:

Report at GSLE's Annual Meeting to the Council Board of Directors and the Council’s constituency (if requested by council board chair/president and CEO) on the National Council Session decisions and the reasons for such decisions.
Share insights on information gained at the National Council Session, if requested.
Assist the council as it prepares to participate in the next National Council Session, if requested.
Participate in teleconferences/webinars and other opportunities for voting members/Delegates.
